$28 Billion Award in Smoking Case

A woman won a lawsuit against Phillip Morris in California (of course) where the jury gave her $28 billion (yes, billion with a "b") because she has smoked since she was 17. How in the world does an award of $850,000 in compensatories and $28 billion not violate BMW v. Gore? Don't the compensatories and the punitives have to be reasonably related? If the award is upheld, she will get somewhere in the neighborhood of 280 times the amount of money given to lottery winners. Unbelieveable...
